Every cosmetic product intended to be placed on the Turkish market must be registered in the Product Tracking System (ÜTS) managed by the Turkish Medicines and Medical Devices Agency (TMMDA / TİTCK). This registration ensures the traceability of products and plays a vital role in protecting public health.

What is ÜTS?
The Product Tracking System (ÜTS) is a national digital database developed by the Turkish Medicines and Medical Devices Agency (TİTCK), operating under the Ministry of Health of the Republic of Turkey. It is used to manage the registration, traceability, and inspection processes of medical devices and cosmetic products.
The primary goal of this system is to ensure that products placed on the market comply with legal regulations, to monitor their safety, and to enable rapid response and recall actions when necessary.
ÜTS’s Role in the Cosmetics Sector
Since cosmetic products are applied directly to the skin and appeal to a broad consumer base, it is crucial to monitor their safety and ensure regulatory compliance. ÜTS acts as a functional safety mechanism in this context.
Manufacturers, importers, and distributors are responsible for registering each cosmetic product they intend to place on the Turkish market via ÜTS. Products cannot be offered for sale — either on store shelves, in pharmacies, or online — until the registration is completed.

To successfully register cosmetic products in the Product Tracking System (ÜTS), the following documents and data must be accurately prepared and submitted. These are essential to ensure legal compliance and transparent regulatory inspection.
Trade name of the product
Valid barcode number obtained from GS1 Turkey
Clearly defined and legally compliant product function (e.g., moisturizer, cleanser, skincare product)
Full ingredient list using INCI nomenclature
Percentages and functions of each ingredient (active ingredients must be specified)
If the formulation contains AHA (Alpha Hydroxy Acids): include pH value of the final product, AHA type, concentration, and total percentage
High-resolution images of inner and outer packaging (all sides visible)
Sample label in Turkish, including:
Product name
Directions for use
Warnings
Net quantity
Manufacturer/importer details
Ingredient list (in INCI format)
If applicable: product leaflet or instruction manual
For domestic products:
Manufacturer's name, address, and facility details
For imported products:
Importer’s name and full address
Country of manufacture
Technical documents or analysis reports supporting specific claims on the product, such as:
“Alcohol-free”, “Dermatologically tested”, etc.
Upon request by TİTCK:
Explanatory petition
Claim file (technical content for the claimed properties)
Cosmetic Product Safety Report (CPSR)
All submitted documents must be complete, up-to-date, and match the product exactly to ensure a smooth and fast registration process. Missing or incorrect information may result in registration denial or legal sanctions.
Who is Obliged to Register Products in ÜTS?
Local manufacturers (companies producing cosmetic products)
Importers (companies importing cosmetics from abroad)
These entities are responsible for product registration as well as updating information, adding documents, and renewing registrations when necessary — all through the ÜTS platform.
Responsible persons (legally accountable individuals for registration and documentation)
Distributors and marketing companies (parties involved in the commercial activity of registered products)
Can Cosmetic Products Be Sold Without ÜTS Registration?
It is illegal to place cosmetic products on the Turkish market without ÜTS registration. During inspections, products without a valid ÜTS record are subject to administrative penalties. Additionally, consumers can verify product registration through the system.
