The European Union (EU) is one of the largest and most strictly regulated cosmetic markets in the world. However, producing a high-quality product alone is not enough to enter this market—compliance, registration, and safety processes must be fully completed.

To export cosmetic products to the EU, companies must meet a set of requirements defined under the EU Cosmetics Regulation (EC) No 1223/2009.

Here is a step-by-step overview of the fundamental obligations for placing cosmetic products on the European market
 

1. CPNP Registration (Cosmetic Products Notification Portal)

The digital prerequisite for EU market access

The CPNP is an online notification system operated by the European Commission. It is mandatory for all cosmetic products to be registered here before being placed on the EU market.

Supports consumer safety: In the event of poisoning, allergic reactions, or safety incidents, health authorities can directly access product data through the CPNP.
Facilitates illegal product tracking: Allows swift identification of counterfeit or non-compliant products.
Standardizes market surveillance: Enables coordinated inspections and information exchange among EU member states.

For each product, detailed information such as the INCI list, packaging visuals, manufacturer details, and product category must be entered accurately.

2. Responsible Person (RP)

The legal, technical, and safety representative within the EU

Each cosmetic product must be assigned a Responsible Person (RP) established within the EU. This RP may be a company, importer, or professional third-party service provider.

Key responsibilities of the RP include:

  • Submitting the product notification via CPNP,

  • Preparing and maintaining the Product Information File (PIF),

  • Reviewing claims and label compliance,

  • Ensuring cosmetic safety assessment is completed,

  • Notifying authorities in the event of non-compliance or product risk.
