Phrases to Avoid on Cosmetic Labels

The statements used on cosmetic product labels, packaging, and advertisements must accurately reflect the product’s function, purpose, and method of use. For this reason, EU Regulation 1223/2009 (Regulation (EC) No 1223/2009) and the Turkish Cosmetic Products Regulation set clear boundaries regarding claims that may be used for cosmetic products.

Cosmetic products are not intended for medical purposes and cannot legally claim therapeutic effects. Therefore, the wording used during labeling is critically important.

 

Phrases to Avoid in Cosmetic Products

Some commonly encountered expressions on cosmetic products actually describe effects that belong exclusively to the medicinal category. These statements cannot be used under cosmetic regulations and may lead to misclassification of the product.

The following phrases are prohibited in cosmetics:

  • “Treats”

  • “Heals”

  • “Relaxes muscles”

  • “Prevents disease”

  • “Pain reliever”

These types of expressions imply medical effects.
Cosmetic products are not intended to exert such effects; therefore, using these claims on labels, packaging, or advertisements is against regulations.

 

The Correct Approach: Understanding the Boundaries of Cosmetics

According to cosmetic regulations, cosmetic products have the following purposes:

  • Cleansing

  • Protecting

  • Perfuming

  • Beautifying

  • Altering appearance

  • Keeping the skin or body in good condition

Therefore, the wording used must reflect effects that remain within these boundaries.

 

Examples of Regulation-Compliant Cosmetic Claims

The following expressions are considered compliant because they do not contain medical claims and describe purely cosmetic functions:

  • “Helps moisturize the skin.”

  • “Supports shinier-looking hair.”

  • “Provides a softer skin feel.”

  • “Contributes to strengthening the skin barrier.”

  • “Supports a smoother appearance.”

Such statements accurately describe the product’s cosmetic function and adhere to regulations.

 

Cosmetic labeling is not only about visual design; it is also a critical step for ensuring correct product classification and legal compliance.

Incorrect claims may lead to:

  • The product being classified as a medicinal product,

  • Advertising violations,

  • Non-compliance findings during inspections,

  • Product recalls.

Therefore, when preparing labels and promotional materials, it is essential to avoid claims that fall outside the scope of cosmetics and to use expressions that comply with regulations.
