The European Union (EU) frequently updates regulations on raw materials and ingredients used in cosmetic products to ensure the highest level of consumer protection. Most recently, under Regulation (EU) 2025/877, an important decision was made: the placing on the market and professional use of nail products containing Trimethylbenzoyl Diphenylphosphine Oxide (TPO) will be prohibited as of September 1, 2025.
This regulation directly affects both manufacturers and professional users (such as beauty and nail salons).
What Is TPO and Why Was It Banned?
TPO (Trimethylbenzoyl Diphenylphosphine Oxide) is a photoinitiator commonly used in gel polishes and UV-cured nail products. However, scientific research has determined that this ingredient:
Has been classified as a CMR Category 1B reproductive toxicant,
Poses serious risks to human health.
As a result, TPO has been added to Annex II of the EU Cosmetics Regulation and has been completely banned.
According to the new regulation:
As of September 1, 2025, products containing TPO may no longer be placed on the EU market.
Professional use (e.g., in beauty and nail salons) will also be fully prohibited.
The ban applies not only to newly manufactured products but also to existing stocks.
In other words, after September 1, 2025, products containing TPO may not be possessed or used within EU borders under any circumstances.
Following Brexit, the UK applies its own cosmetics regulations, which may differ from the EU. While the UK may potentially allow the depletion of existing stocks, the European Commission has taken a much stricter approach by deciding on a total ban.
Therefore, companies exporting to the EU market must also closely monitor UK regulations and take into account the differences between the two systems when planning their strategies.
The TPO ban will have significant implications for manufacturers and importers in the cosmetics industry:
Alternative Ingredients: It will become mandatory to use safe and legally permitted photoinitiators instead of TPO.
