The export of cosmetic products to the UK has undergone some changes with Brexit, which came into force on 1 January 2021. The UK has strict rules regarding the marketing of cosmetic products. These rules are designed to ensure the safety of consumers and compliance of products with UK legal and technical requirements.

1. Product Notification:
 
  • All cosmetic products must be notified via the Submit Cosmetic Products Notification (SCPN) portal operated by the UK's Office of Product Safety and Standards (OPSS).
  • Information such as product name, responsible person information, ingredient list, label design and product safety assessment report are required for SCPN notification.
2. Responsible Person:
 
  • A UK-based ‘Responsible Person’ must be appointed. The responsible person is responsible for the safety of the product in the UK and must be authorised to communicate with OPSS.
  • The responsible person can be a UK company, an EU company based in the UK or an authorised representative in the UK.
3. Labelling:
 
  • Product labelling must be in English and contain the following information:
  • Product name and description
  • Name and contact details of the person responsible
  • Full list of components
  • Net content quantity
  • Expiry date
  • Precautions and warnings
4. Other Considerations:

Cosmetic products exported to the UK must meet the same quality and safety standards as products sold in the European Union (EU).
